DALCS is seeking Cost Analysis Specialist to join our growing team to support our clients in Louisiana and across the  nation. The Disaster Recovery Grant Consultant position is a Full-Time position working for DALCS in our Baton Rouge, LA  office.  

As part of DALCS team our Benefit Cost Analysis Specialist will work as a member of our collaborative team to:  

  • Collaborate with teams to account for the project specifics to develop and implement disaster recovery plans for various projects to ensure compliance with state and federal regulations. 
  • Provide attention to detail when developing and reviewing of contracts, change orders, and contract cost amendments, etc. 
  • Must be able to review engineering studies to identify pertinent data to use for the BCA. Will complete preliminary and final BCA Reviews based on FEMA’s software. 
  • With the clients supporting backup documentation, the BCA Specialist will utilize FEMA’s methodology to demonstrate cost effectiveness. 
  • Provide technical assistance regarding program rules, policies and procedures. 
  • Must be able to prepare files for audit reviews and monitoring thereof. 
  • Review project related correspondence, reports, and back-up documentation. 
  • Perform other tasks and duties as assigned. 

In this role, candidates must have: 

  • At least three (3) years of relevant disaster recovery experience. 
  • At least one (1) year of consulting/business practices. 
  • Advanced level of experience in FEMA Public Assistance grant program or another FEMA grant program. Advance understanding of Public Assistance, 428, 404 and 406 Mitigation. 
  • Master’s Degree is preferred. 
  • A bachelor’s degree or equivalent work-related experience is preferred. 
  • Minimum education requires an Associate’s or technical degree or equivalent work-related experience. Advanced level experience using Grants Portal FEMA Software and State and Local grants management workflow software. 
  • Advanced level knowledge of standard office procedures and computer operations to include a working and functional use of all Microsoft Office applications including Word, Outlook, and Excel as well as smartphone /text usage. 
  • Proficient and advanced capabilities in the use of computer operations to include a working and functional use of Microsoft office applications including Word, Excel, Outlook, PowerPoint, SharePoint, TEAMS, Drop Box, Zoom, and the use of a smart phone/text. 
  • The ability to write reports, conduct analysis, and conduct briefings. 
  • The capability to balance multiple high-priority assignments. 

Knowledge and skills in Federal grant provisions and requirements. 

  • Able to remain flexible and adapt quickly to a changing atmosphere. 
  • Excellent verbal and written communication. 

Candidates might also have: 

  • Experience in one (or more) of the following areas: 
  • Experience within the commercial and/or public industries including, but not limited to, government entities/facilities (including military), medical facilities, schools, transportation (roads and bridges), coastal entities, water/waste treatment and utilities/power
  • Professional Registration or Certification including Professional Engineer (PE), Registered Architect, Project Management and Construction Management 
  • Cost Estimating 
  • Public Assistance, 406 Mitigation and 404 Hazard Mitigation 
  • Insurance/Adjusting

This position will be a Full-Time position with 40-hour work week; it is located in our Baton Rouge, LA office. On occasion,  travel may require work to be performed onsite. At times, work hours may be required on weekends or in excess of 40  hours per week. Travel and other expenses are reimbursable in accordance with Federal Travel Regulations.

DALCS is seeking Disaster Recovery Grant Consultants to join our growing team to support our clients in Louisiana and  across the nation. The Disaster Recovery Grant Consultant position is a Full-Time position working for DALCS in our Baton  Rouge, LA office.  

As part of DALCS team our Disaster Recovery Grant Consultant will work as a member of collaborative team to:  

  • Provide general programmatic assistance to our clients and maintain compliance with state and federal grant programs related to disaster recovery to maintain the funding of the obligation. 
  • Build client relationships, understand the clients needs based on the data obtained and analyze the data to best help the client. 
  • Collect documentation and information to develop the client’s program, analyze the information collected, organize all documentation, and summarize financial data. 
  • Assist in the development of federal grant project worksheets to support disaster recovery project data from cost estimating, budgets, audits, and other products. 
  • Support policy analysis for existing and emerging policy and guidance from FEMA and other federal and/or state agencies specific to grant eligibility. 
  • Work with estimators and field inspectors to organize documentation of loss. 
  • Perform damage assessments to establish potential eligibility for FEMA funding. 
  • Conduct detailed cost estimate of damages. 
  • Perform project validation reviews and address any inconsistencies, special considerations and compliance issues with management. 
  • Provide technical guidance and recommendations to management team. 
  • Make hazard mitigation recommendations to eliminate damage or loss in the future. 
  • Work with State, Local and Federal stakeholders on funding pursuits and reimbursements. Conduct meetings and briefings with applicants. 
  • Facilitate recovery stakeholder meetings to include meeting agendas and PowerPoint presentations. This position may require you to travel and work remotely. 

In this role, candidates must have:
